Evidence C · Civil documentation review
What does a test-coverage statement actually cover?
This reference explains how to read supplied documentation for civilian equipment. It does not verify an Israeli deployment or prescribe a test for a combat system.
A statement that equipment was tested leaves a practical question: which equipment does the statement concern? Begin with the scope of the supplied record. Do not assume that an illustration, a sample report and a statement about every unit all describe the same coverage.
Read the scope before the verdict
| Items identified | Does the record identify particular units, an assembly or an unspecified group? |
|---|---|
| Activity named | What check does the document say was completed, and where is that check described? |
| Record connection | Which report, date and responsible party support the summary statement? |
| Exclusions | Does the supplied record identify anything outside its scope? |

A sample record
A record for one identified example describes that example. It does not automatically establish what was done to other equipment.
A group statement
A statement about a group needs a clear connection to the items and records it covers. An unclear group description should remain a question.
Keep the document's own scope when summarizing it. If it describes an inspection of appearance, do not rewrite that as a functional or performance result. If it reports a particular check, do not extend the result to unmentioned conditions or later equipment changes.
The distinction matters even when every sentence in a summary sounds positive. Coverage and outcome are different parts of the record: one identifies what was considered, while the other states the reported result.
