Compare dates, not just clips
A construction progress film needs a stable reference, not only a good-looking edit. With already-authorized FPV footage, select views that let the project team recognize the same work area across dates. Keep the recording date separate from the report issue date, and describe visible changes without turning them into a percentage-complete claim.
The example below is an invented record for a building envelope. It illustrates an editorial method, not a customer project, a flight plan or an aircraft performance test.
Choose a comparison that survives the edit
Use a recognizable feature, such as the same corner and bay sequence, to identify the area in existing footage. Compare source frames before adding transitions, cropping or speed changes. If stabilization cropped an export, record the missing edges instead of assuming the source and export cover the same area.
Both frames include the same lower bays and corner. The note can identify which previously open bays are now covered.
One frame shows the full elevation; the other shows a close-up behind scaffolding. Retain both, but do not present their apparent areas as a measure of progress.
If glare, a changed viewpoint or an obstruction prevents a comparison, label that date “not comparable for this area.” Keep the gap in the sequence. Substituting an older clear frame without its date would hide the missing observation.
Write the change beside the two references
A short register lets someone check the statement without watching every clip. Give each comparison its own entry rather than revising a single running caption.

- Some lower bays that were open in the earlier view now show panels. The right edge cannot be compared because a vehicle blocks it.

- This entry describes visible coverage. It does not establish concealed fixing details, acceptance of the work or payment entitlement.
The FHWA construction inspection guide distinguishes recorded facts from observations and asks for specific, supported reporting. The register above is our suggested application of that principle, not an FHWA form or a contractual reporting standard.
Keep capture dates and issue versions separate
Name the source collection by its verified capture date; name the comparison document by its issue version. Record the time zone used. If the camera clock was wrong, preserve the original file and add the documented correction to the index. An upload timestamp is not a substitute for the recording date.

When a caption is corrected, retain the previous issue and state what changed in the new revision: for example, “right-edge obstruction added to comparison note.” A new edit is not a new site visit.
FHWA’s visual assessment guidance, Appendix E, calls for correct date/time stamps and organizing photographs by view location. Those are useful reference principles here; its camera settings are not being prescribed for FPV recording.
For the next report, add a dated observation to the same area series. Keep any schedule or completion assessment separate and tied to the project team’s supporting records.
