The cut uses two clips. Does the next editor need three?
Imagine a small civilian FPV venue-film project with one ordinary, non-nested sequence and three local recordings. Entrance.mp4 and Hall.mp4 appear in the cut. Garden.mp4 has been imported but never placed in that sequence. The recipient wants to revise the entrance scene and may use the garden as an alternative ending.

Collect the selected edit
Adobe's Copy projects guidance uses File > Project Manager. Select the required sequence, choose Collect Files and Copy to New Location, and set a destination. Exclude Unused Clips leaves out media that the selected work does not use. Adobe describes the resulting project as linked to the selected copied media.
For this simple example, enabling that exclusion would omit Garden.mp4. That can suit a request limited to revising the current cut, but it does not satisfy the stated request for a garden alternative. “Unused” describes a project relationship, not the recipient's future intention.
Resolve the alternative before making the package
Ask one concrete question: “Should Garden.mp4 be available for the new ending?” In this example the answer is yes. Leave unused-clip exclusion off for the collection, and identify Garden.mp4 as an uncut option when reviewing the package. This is a recommendation for the deliberately small project shown above, not a guarantee about every kind of project dependency.
Do not insert a token garden shot into the approved sequence merely to make the file appear used. That would change the edit to solve a packaging problem. Keep the current sequence intact and make the wider handover scope explicit.
A concise fictional handover note reads: “VenueReview uses Entrance and Hall. Garden is included for a possible replacement ending; it is not part of the current cut.” The recipient can now distinguish an intentional alternative from a scene accidentally missing from the timeline.
