Civil report reading / Evidence C
A blank result is not a zero result
When summarizing a supplied civilian equipment report, keep absent information distinct from a measured value. The historical Sudan page claims positive testing but supplies no numerical results. It is used here as an application reference, not as confirmation that a customer project or a particular test occurred.
- Not supplied
- The material received does not contain the value. This describes the document set available to the reader, not necessarily everything that exists elsewhere.
- Not recorded
- Use this only when the source actually says the information was not recorded. A missing attachment does not establish that no record was made.
- Not applicable
- Use this only when the source explains that the item does not apply. Do not select it simply because completing the field is inconvenient.
- Zero
- A numerical value with a meaning in a stated measurement. It should be transcribed only when the applicable source provides it.

Keep the original expression nearby
If a source contains only a qualitative phrase such as “positive results,” retain that wording as an attributed description. Do not transform it into a score, a pass percentage or a completed row of numbers. A neutral summary can say that the description is qualitative and that the corresponding numerical values were not supplied.
For an illustrative office example, imagine a worksheet with a column for a stated duration. If the received material gives no duration, write “not supplied” in a notes field instead of entering zero in the value field. The example explains transcription; it is not a result from the historical article.
