FPV Litter Images: Prepare a Ground Check Without Inventing Counts

Civil application reference

Send the cleanup team useful questions, not a guessed total

Existing, lawfully supplied FPV images may help a community coordinator notice suspected litter beside a path or waterway. The useful first product is a small set of places to verify on the ground. It is not a bag count, a weight estimate or a claim that every piece of litter is visible.

Use the three-way sorting example below before discussing removal. The illustrated scene is invented; its markers do not identify a real site, access route or completed cleanup.

Concept diagram only. A, B and C are our editorial review labels, not ETAP condition grades, individual trash items or a surveyed boundary.

A · Recognizable shape

Mark “bottle-shaped object; material unconfirmed.” Attach the overview and the clearest existing frame so the coordinator can recognize the place. A shape can suggest an item type without establishing whether it is plastic, glass or something else.

Ask the ground team to confirm the object before assigning its material category. Do not enter an image-based guess directly into the collected-trash tally.

B · Unresolved cluster

Keep the overlapping pale shapes as one review area, not a row of presumed bags. Glare, natural material and partly covered litter may be difficult to separate in the supplied view. State which distinction the ground check should resolve.

If the cluster appears in several frames, link those frames to B. Do not create another suspected accumulation merely because the camera shows it again.

C · Not assessed

Where vegetation conceals the ground, mark the area “not assessed from this image.” This category is different from “no litter seen on a visible surface.” Neither should be converted into a zero for a formal survey.

Leave the concealed area's condition open. Do not fill it from a nearby clear patch or infer that an apparently clean path represents the whole site.

Make the move from pictures to field evidence explicit

Send the annotated scene with its unmarked original, capture date when verified and a recognizable site reference supplied by the coordinator. Explain that the markers are requests for confirmation. The responsible ground team decides access, safe working arrangements and whether the information is still current.

For a real quantitative survey, choose and follow an appropriate field method. EPA's Escaped Trash Assessment Protocol is designed to collect and assess litter data across different site types. This image-sorting exercise is not an ETAP survey and should not be labelled as one.

The EPA reference manual organizes recorded items by material group and item type. Apply those categories using the required field evidence, rather than assuming that every white object is foam or every bottle-shaped object is plastic.

Let confirmed findings change the cleanup conversation

A ground check might identify litter at A, natural material at B and no safe assessment of C. That fictional outcome would narrow the planned work without turning the unassessed area into a clean bill of health. Any eventual collected quantity belongs with the field team's method and records, not with the number of image markers.

If an object appears hazardous or its identity is uncertain, flag it to the coordinator; do not use this guide as a handling instruction. Keep private surroundings and identifiable bystanders out of shared extracts when they do not help the cleanup task.
