Keep the picture still; let the slot finish
In this invented venue review, a recorded FPV shot is already cleared for reuse. Its first frame shows the seating rows and lectern together. The editor wants that relationship available while a caption asks which seats face the lectern.
Assume the explanation already occupies one separate six-second video-only clip, without an audio track.

Use the selected clip's first frame
Select the timeline clip in Premiere. Choose Clip → Video Options → Frame Hold Options. Enable Hold On, choose In Point, then OK. Trimming that In point later does not change the frozen frame.
Verify the actual first, middle and final image, then the exit cut. The slot must remain six seconds. This method does not insert a pause and restart motion.
